Administers all activities of the water treatment plants, assures that acceptable quality and quantity of water is produced, schedules and assigns work to personnel, reviews all plant records such as laboratory tests and well and stream samplings. Corresponds with the State Division of Health Services concerning methods of treatment and analysis and with equipment suppliers concerning machinery at the pumping stations. Investigates and resolves complaints from the public about water service. Supervises daily operations of the pumping stations, confers with the Water Plant Operator about conditions of well stations equipment and volume of water being treated, inspects pumping stations frequently to directly ascertain conditions of pumping apparatus, pipes, tanks, chemical feeders, and other equipment. Recruits, hires, train, and evaluate Water Department personnel. Plans and coordinates expansions in the water distribution system; works with and inspects work of contractors involved in new construction. Maintains a variety of records on systems operations and personnel records; prepares a variety of reports including State compliance reports and budget reports.
Experience Required:
Considerable experience in the operation of a water distribution system in a supervisory position. Graduation from high school with five years experience in water distribution or a two year degree with three years experience. Certification as a Well-Water Treatment Plant Operator at a grade level specified by the State of North Carolina. Distribution License at a grade specified by the State of North Carolina. The South Cary Water Reclamation Facility, located in Apex, NC seeks applications to the position of Mechanic/Operator I. This position will be primarily focused on the mechanic/maintenance and repair responsibilities within this classification but will be expected to be able to fill-in as an operator as needed. Therefore, this job post includes descriptions of the duties of both job classifications. The Mechanic/Operator I performs technical and skilled work in the operation and maintenance of the water reclamation facility. Employees primarily assigned to maintenance duties work a normal eight-hour shift, while persons primarily in an operations capacity work 12-hour shifts. Work is performed under the regular supervision of the Maintenance Supervisor. SCWRF positions are part of our established career ladder program that provides for the advancement of non-supervisory staff members in eligible positions who demonstrate increasing levels of knowledge, skills, and abilities. This is an entry-level position, but depending upon the level of attainment in the career ladder, an employee may be assigned to lead worker duties over other plant personnel. Water Reclamation Facility positions are "critical positions", meaning you are required to report to work during adverse weather or other emergency situations, to maintain equipment and/or assist the Division in any capacity necessary to continue Town operations. TYPICAL TASKS: TYPICAL TASKS IN THE ROLE OF MECHANIC: Performs regular preventive maintenance such as greasing moving parts, changing oil, checking amperages, and overall visual inspections of equipment and related parts; Maintains sludge drying facility; Participates in performing corrective maintenance procedures such as changing bearing in screen pumps and motors, changing ultraviolet lamps and repairing the wiring harness and connectors; packs pumps, changes belts, replaces shear-pins, etc.; Retrofits plant equipment, structures, plumbing and electrical systems; Operates various landscaping equipment and performs landscaping and grounds maintenance duties; Collects data from preventative maintenance program and takes corrective action as required; Troubleshoots electrical and mechanical problems; checks blueprints, electrical schematics, manuals, etc. to determine problems; Maintains safe working environment; Dismantles and overhauls various plant equipment such as grit collectors, conveyors, mechanical grinders, pumps, engines, blowers, air compressors, and ventilation systems; Performs troubleshooting and maintenance on complex electronic systems; Installs new equipment; Provides assistance to higher level maintenance technicians; Maintains records on plant maintenance; Performs skilled mechanical and electrical work in high stress, high danger situations; Performs other job-related tasks as required. TYPICAL TASKS IN THE ROLE OF RELIEF OPERATOR: Makes regular tours of plant and checks bar screens, engines, generators, pumps, settling tanks, filters, clarifiers, instruments, biological reactors & ultraviolet disinfection; Operates biosolids thickening facilities; Monitors reclaimed water pumping station and performs associated testing and analysis; Changes flow charts; measures dissolved oxygen and temperature; Wastes the prescribed amount as determined by as directed by the Team Leader; Maintains records and reports; Assists maintenance personnel when needed; performs routine janitorial duties; Regulates and adjusts motors, pumps, blowers, and valves to meet changing operational conditions; Collects and analyzes samples; performs a variety of laboratory tests; Skims grease from settling tanks; cleans bar screens and washes out basins; cleans clarifiers; monitors operations of wastewater pump stations; Switches or empties grit chambers, aeration basins, and clarifiers; Operates gravity belt thickener/digestors and records amount of sludge removed from sludge digestors by contractor; Monitors operation of the plant through the use of specialized computer equipment such as SCADA systems, controls and HMI's; Reports maintenance problems to supervisor and maintenance personnel; Reports primarily to the Team Leader of Operations while on shift; Performs other job-related tasks as required. Experience Required:

Possession of an active current Class II Wastewater Operator’s License & an active current Class II Collections Systems License; candidates without current license may be considered with demonstrated ability to obtain within first twelve (12) months of employment. Ability to operate a backhoe. Possession of a valid and appropriate North Carolina driver's license
